Super Saiyan 3 Goku, during Majin Buu fight (thanks to the Halo!). Bolt and/or Mjolnir and/or Lightning Catcher for lightning effects. Great on warrior for dropping banner and yelling "Sensu Bean!", but works just as well on guardian for Staff 2 Kamehameha Wave, and for yelling "People of Earth! Give me your energy!" while Empowering for great effect.
