It looks really good so far and yes, those hair are throwing me off completely :)
Looking forward to seeing more screens!

Alright!
It definitely looks good, I'm starting to like it even more. I don't see those shoulders or this coat in particular too often, and especially not both at once. Definitely looks neat!
Dyes are nicely fitting, a classical gold/white combo, however, personally I believe celestial is a hue too bright, maybe normal white would work better. Other than that I like that you chose a not so outstanding golden color. Maybe a third color might even make it look more lovely!
In terms of originality, it seems fairly original, but the hair/mask combo is something I've seen so often by now, it's not fairly surprising to see it once more.
Here's the part that drags my vote down: Screenshots and description.
Keep in mind that 2 of the 5 voting sliders are pure presentation, if you just want to share looks, that's fine. But if you aim for a gold rating, you need to take time and put some heart into presenting your style.
In case that's the deal, let me give you a few tips:
For screenshots, your character is quite far away and it gets hard to spot details. Also, making a few screens in Lion's Arch doesn't benefit your look a lot (Especially since LA has sh** lighting!). Try to find different areas and daytimes, angles and lightings for screenshots to make them look astonishing and special, it makes for a real good presentation. You already used some camera angles, but combining them with Field of View (FoV), horizontal and vertical position can make for amazing screenshots. A little love in detail, and the slider goes up to gold!
The next part is the description.
You gave a little information, saying you want to fit the dwayna back and also some updates. That's totally fine.
But descriptin is part of presentation, meaning, you want to make your description fitting your character, maybe make a story for her or just explain thoughts or the process on the look. Sharing is caring!

Other than that, I moved some sliders up and even though I would love to, it's not enough for a gold yet with the missing presentative aspects.

I appreciate your feedback and I'll definitely make new pictures when I find some time to actually play the game.
Now when I go to the description, I have to say I'm not any sort of storywriter, so don't get your hopes up, but I'll try to sum up my thought process.
I chose these dyes to try to "extend" the central item (Light of Dwayna) to the rest of the outfit, so the celestial represents the glowing wings and golden color represents the metallic parts. I tried to fit in some blue elements but did not like the outcome.
And the mask as you say is very common, so I'm deciding whether to keep it, change it to Visage of Koda or abandon any head cover altogether, but I'm leaning to the last option.

Just some sidenotes:
You don't have to write a story, but personally I like knowing why your character has such an appearance, why the choice of armor and weapons and especially what your thoughts were when creating it. It's valuable information for persons such as myself, who dedicate 90% of their GW2-time into fashion.
What I meant with the third dye or the "too bright" white is, that basically I see this style and I don't take much of a closer look at it's color scheme, since all I can spot and will spot is the same white and the same golden dye. Long story short: I can't spot much detail.
Personally (again), I prefer having some kind of headpiece on looks. It's a shame when people just decide to use nothing or hide it, because there is always something that will fit. I was also not saying in particular the mask is super common (even though that was on my mind), but I was referring to the combination of mask and hairstyle. I see it too often. maybe just a different hairstyle with the mask would be interesting? I don't know, and that's entirely your choice!
Make something of it :)
