Ever since deposing the corrupt White Mantle, the elite troops and powerful spellcasters of the Shining Blade have served the Krytan Royal Family as their personal guard. Led by the Master Exemplar, currently Countess Anise, they investigate plots against Queen Jenna and end them... and the conspirators. Both powerful mesmers, the Countess practices strategy and subterfuge, while the Queen is a master of the magical craft. They are a formidable pair.

Recently they were joined by a third mesmer, Moral Hazard, a Krytan of Elonian descent, who rose to renown as second in command of the Pact of the three Orders of Tyria that defeated the Elder Dragon Zhaitan and drove his Risen minions out of southern Kryta. Afterward she returned to Divinity's Reach at the behest of the Queen and the Countess and joined the Shining Blade as Exemplar's Hand, a role with no defined duties other than to seek out direct threats to the Royal Family wherever in Tyria they may arise, and to guard both the Queen and the Master Exemplar with her life.

Moral Hazard wields the shining blade Infinite Light and its sister blade Blazing Light, both of which she constructed with magical relics acquired during long the campaign against Zhaitan. Infinite Light is an ancient blade once lost but now magically resurrected, while Blazing Light is an all new weapon cloned from the star dust of the former, and named in remembrance of Moral Hazard's defeat of the dark mesmer, Liadri the Concealing Darkness.

Despite her high-ranking position in the Order of Whispers, Moral Hazard (her Whispers code name, no one knows her real name) wears the robes of the Durmand Priory and the magical artifact Wings of Dwayna, both gifted to her by the Priory in celebration of the Pact retaking the Cathedral of Zephyrs, the halfway mark of the Orr Campaign. Wings of Dwayna and the two runed swords compound each others' magic and give Moral Hazard the power to wield not only the Ether, but the Light as well.

She also wears the Mantle of the Lich and its all seeing Eye, gifted her by the Vigil during the final ground assault on Arah where an unspoiled cache of magical artifacts from the days of the gods was discovered. The eye sees all that its wearer does not, ensuring neither lies, nor subterfuge, nor sneak attacks are possible while equipped.

These three powerful sorceresses guarding the people of Kryta have sworn to ensure the race of humanity will rise again, with or without help from the gods. The defeat of Zhaitan was only the first step.
